Equality California salutes the new Office for Civil Rights in the Department of Education for releasing guidance that explicitly places gender identity and expression under Title IX protection. Title IX of the Education Amendments of 1972 prohibits discrimination on the basis of sex in any educational program that receives federal funds.
“This is a long-awaited and welcome step in ensuring that all students, including transgender students, have an opportunity to learn and graduate, free of discrimination and harassment,” said John O’Connor, Equality California executive director. “This new guidance reinforces California’s School Success and Opportunity Act passed last summer, a landmark law for transgender students.”
