This bill clarifies that the courts, in cases where the child has both a presumed parent and a parent established by a voluntary declaration of paternity, can consider the relationship between the child and his or her non-biological parents when they are asked to rule on who the child’s legal parents are. This bill ensures that California’s parentage laws continue to protect and preserve children’s established family relationships.
